Policy Name: Smoking and Tobacco Use Policy

Onondaga Community College joins the American College Health Association (ACHA) in supporting the findings of the Surgeon General that tobacco use in any form, active or passive, is a significant health hazard. Moreover, Onondaga Community College recognizes that environmental tobacco smoke is classified as a Group A carcinogen by the United States Environmental Protection Agency (EPA). As a result, Onondaga Community College has adopted a policy addressing reduction of smoking and the use of tobacco.
I. Policy Statement
Smoking and tobacco use is restricted on Onondaga Community College property. Smoking and tobacco use is permitted only in parking lot locations that are at least 50 feet away from all campus buildings. Smoking and tobacco use in other areas of the campus, including inside all campus-owned vehicles, is prohibited.
II. Reason for Policy
Onondaga Community College serves to protect the health, safety, and comfort of its students, employees, and visitors and is consistent with the New York State Clean Indoor Air Act. This policy serves to respect the rights of smokers and non-smokers; wherever the needs of smokers and non-smokers conflict, smoke-free air shall always have the priority.
III. Applicability of the Policy
This policy applies to all College employees, students, visitors, and vendors. It is the responsibility of College administration to assure that this policy is communicated to everyone within their areas of responsibility.

VI. Procedures
All parking lots will be specifically marked to indicate where the no tobacco use areas begin. Violation of the smoking policy may result in disciplinary action up to and including discharge.
