Onondaga Community College joins the American College Health
Association (ACHA) in supporting the findings of the Surgeon General that
tobacco use in any form, active or passive, is a significant health hazard.
Moreover, Onondaga Community College recognizes that environmental tobacco
smoke is classified as a Group A carcinogen by the United States Environmental
Protection Agency (EPA). As a result, Onondaga Community College has adopted a
policy addressing reduction of smoking and the use of tobacco.
I. Policy Statement
Smoking and tobacco use is restricted on Onondaga Community
College property. The use, distribution, or sale of tobacco or any smoking
device, including e-cigarettes, or the carrying of any lighted smoking
instrument in College buildings or on College premises, at offsite College-required
learning activities, at events on College premises, or in College-owned, rented
or leased vehicles, is prohibited except in parking lot locations that are at
least 50 feet away from all campus buildings.
II. Reason for Policy
Onondaga Community College serves to protect the health, safety,
and comfort of its students, employees, and visitors and is consistent with the
New York State Clean Indoor Air Act. This policy serves to respect the rights
of smokers and non-smokers; wherever the needs of smokers and non-smokers
conflict, smoke-free air shall always have the priority.
III. Applicability of the Policy
This policy applies to all College employees, students, visitors,
and vendors. It is the responsibility of College administration to assure that
this policy is communicated to everyone within their areas of responsibility.

Tobacco and smoking includes any lighted or unlighted cigarette,
cigar, pipe, bidi, clove cigarette, and any other smoking product or nicotine
delivery device including e-cigarettes. This also includes smokeless or spit
tobacco also known as dip, chew, snuff or snus, in any form.
Violation of the smoking policy may result in disciplinary action
up to and including expulsion for students, and up to and including discharge
according to the applicable bargaining agreement for employees.
