I. Policy Statement  

Security must be a concern of everyone on the Onondaga Community College campus, and an essential element of security is maintaining adequate access control so that facility access is restricted to authorized persons for authorized purposes.  This policy establishes mandatory procedures regarding facilities access, lockout re-admittance, and control over keys, access cards, lock combinations and other access control devices.   

II. Reason for Policy  

This policy is intended to enhance security on campus by limiting access to campus facilities to duly authorized persons for duly authorized purposes.

All members of the campus community should be familiar with this policy.

Term Definition
Access Device A mechanical or electronic device or information, including but not limited to a key, an access card, or a lock combination, that is used to control access to a College facility.

VI. Procedures   

Authorized Access 

Access to campus facilities is a privilege extended to students, faculty, staff and guests for duly authorized purposes.  Campus Security Officers may request any individual on College property without authorization, or who is unable to provide appropriate identification, to leave the premises or be subject to prosecution for criminal trespass.  

Control Over Access Devices 

Issuance of Access Devices should be careful and systematic, as inadequate control of Access Devices can result in poor security. The responsibility for proper access control rests with department/unit supervisors. Specifically, supervisors are responsible for determining who is to receive an Access Device, and for maintaining an accurate and up-to-date record of all individuals to whom they have issued Access Devices.  Supervisors are also responsible for notifying Campus Safety and Security whenever there is a hire, promotion, transfer, or separation of an employee possessing an Access Device.  In cases of a promotion or responsibility change, or a new employee, the supervisor must reevaluate the need for the individual to possess an Access Device.  In cases of employee transfer or separation, the supervisor is responsible for the recovery of issued Access Devices from that employee and ensuring that lock combinations are changed as necessary. 

Possession, Duplication, Disabling and Circumvention of Access Devices  

Individuals are prohibited from unauthorized possession or duplication of Access Devices and from disabling, circumventing (e.g., door-propping) or modifying Access Devices or access control mechanisms (e.g., locks).

Lockout Procedures 

Campus Security Officers will respond to valid, verifiable lock-out requests. The individual requesting access to a facility, building or room must provide proper identification and authorization to be allowed entrance to the designated area.  If the identification and/or evidence of authorization are located in the locked area, they may be furnished concurrently with access.

Access to Residence Halls 

Residence Halls are secured 24 hours a day. Students and authorized staff and Campus Safety Officials have access by use of electronic control cards and keys.

Additionally, the Office of Residence Life provides staff at each Residence Hall to monitor access during high traffic evening and night hours.
